For nearly 3 decades, Milo Djukanovic has led Montenegro in one way or another, charting a path that has included seemingly contradictory ideologies; going from getting bombed by NATO to joining NATO; overcoming corruption and organized crime allegations; and surviving an alleged Russian-plotted election day coup attempt.
